"Only not already in library" not working cross library (regression)

Since update to 4.7.0.60 the option "Only not already in library" do not to work cross library anymore.

For example, if you have a separate libraries for transcoded series, or to store other source... DVR is recording existing episodes.

That was NOT the case in previous build.

 

It was spoken about a way to optionnaly enable previous behavior.

 

Is there any clear plan to have a way get back to previous beahvior?
