How do I clear out unused devices? I'm upgrading my devices and reached my limit on devices.

What do you mean by that? You've reached Premiere limit?

I have tried to connect a new device. When I did this after I input the username and password to sign in I keep going through a loop of inputting my username and password.  I can't connect.

That is likely some other issue that has nothing to do with the number of devices you're connecting from. See:

What does Status say on App Settings-Emby Premiere?

Device limits do not apply to logging in only functionality.

Only User Device Access could do that.

Correct as the device limit will never keep you from connecting.  It only governs Premiere features.
