Enable HEVC transcode(encodes) on supported clients?

Hello,

I see that HEVC encoding got added at some point since I last looked, but I've never noticed an HEVC encode operation, even from clients that should support it. I did check that the hw encoders are enabled on my server. Do the clients have to do something to enable it/is it not enabled by default on clients, even if it should be supported?

I know this topic comes up pretty often, I just wasn't able to find enough info to know where all the pieces are that have to be in place, both server and client side, to make it happen.
