ATSC 3 Streaming Problems

Decided to give Emby a try since ATSC is supported. I succefully installed the server and set things up.  However, when I attempt to stream ATSC channels on the Windows Theater, browser or Fire TV app, I usually just get a spinning blue circle. How do I troubleshoot?
