Blurry frames using vaapi transcoding

I'm abroad and the wifi isn't the best so is trying to use transcoding but it's driving me nuts,

I choose 1mbit 720p and it looks Okey but for like 0.5 sec every 5 sec or so it blurs the image, like it drops bitrate or something but only for 0.5 sec then it looks fine for 5 sec and then it does it again. 

Is there any one who had an idea of what the problem is? Is it a setting issue? 

I don't have access to the server right now so I can't get the server logs. So I'm just taking a chance that some one have had the same problem. 

If I get access to the server what logs are of value? 

I'm using a Intel CPU the latest emby server for Debian on a lxc container.
