Does Emby download Subtitles for every show and movie at once?

It depends on your library settings, if you have automatic subtitle download enabled/set-up in your Library settings, subs will be downloaded upon initial scan (if available) or at a later time when Download missing subtitles scheduled task is run (if unavailable at the time of initial import).

They are never automatically downloaded before its played on-demand but you can manually download them at that time.

Problem im having is forced subs are not showing.

And Addic7ed only has 40 downloads per day and open subtitles only a 1000. but I have not tried  Addic7ed yet. but open subtitles was not showing Forced subs on every episode.

That depends on several factors:

- What are your library subtitles auto-download settings

- Are forced subs for particular item available

- How often is Download missing subs scheduled task run

- Is hash-matching required

- What are your user subtitle settings

If you manually search for them, are they found?  There may not be any...

I think that turning off require hash match did the trick
