ip whitelist does not work?

I put an ip to only whitelist one ip, and it seems that any ip works?

Comma separated list of IP addresses or IP/netmask entries for networks that will be allowed to connect remotely. If left blank, all remote addresses will be allowed.

When i turn off wi fi and try to access emby on my phone it lets me in!  I tought it would block access exept for that ip in the screenshot?

The server needs to be aware that it's a remote connection and your network setup might have something to do with that. Can you please describe your network setup?
