cli control for emby

Is there any way to send emby controls through the command line interface (cli)? I'm specifically looking to control things like:
- refreshing guide data for the TV (ie - as soon as I put a new m3u file out there, I want to be sure that emby refreshes)
- forcing a rescan of the library files (for whatever reason it sometimes does not run when I want it to & I want to force it)

I basically want to script some things so that they are sure to happen immediately. For whatever reason, emby doesn't recognize that some things have changed when they have.

Might have a CORS issue but there is a link at the bottom of the Dashboard.  Could possibly get what you need by looking at a debug server log after running the specific task.  Just need to create your own api key via Settings-API Keys
