localhost refused to connect

Hi - I am getting the error:  localhost refused to connect.   I researched a few of the threads with this topic and tried to fix this myself, but it didn't work.

I cannot access Emby in any form right now...thru the tray or via a browser.

I have Win 10 & generally use Chrome, but also tried using Firefox to no avail.

My hunch is that I have a corrupt DB, due to seeing this in the log:

InnerException: System.BadImageFormatException: Could not load file or assembly 'SQLitePCL.pretty, Version=1.2.2.0, Culture=neutral, PublicKeyToken=null'. Format of the executable (.exe) or library (.dll) is invalid.

I tired to fix by:       removing library.db-shm & library.db-wal

There was no change, so I also tried to rename library.db       Again, no luck.

I will attach the log.

Is there anyway to clear this without having to a full install?

Many thanks.

Well, it looks like I'm on my own with this.

Thanks for nothing.

Hi, can you try installing the server on top of your existing installation and seeing if that helps?

I don't understand how to do that.  I can un-install and re-install, but not sure how to just install the server on top of existing install.

edit:  Hopefully I did this right.    left the existing install & downloaded the current Emby Server again.

Emby dashboard is now available.

You're a gentleman & a scholar.

Based on experience with other users something may have tampered with the install files, such as anti-virus/security software, or you could have a failing disk drive.
