I have had that happen from time to time on two different servers. (Three if you count a direct replacement for my main server a year or so ago. I would try to delete a library but it would not delete and there would be no indication of failure.
If I restarted my server then when I tried the delete library action it worked. I do not think I ever reported the problem because it is very rare for me to delete a library.
I have always thought that it was something in my setup even though I do remember it happening on two different machines.

I am running Windows 10 with all updates and service packs installed but I do not really trust Windows so I have always thought that the problem was somehow in the Windows system.

I have thought of using the task scheduling system to force a reboot each day but I have just never gotten around to it. Be sides, kind of like in the movie "The African Queen" I kind of like "kicking" (Read rebooting) the old girl.

If the problem is really within Emby it would be  good for a fix to happen but I can see how finding what is the actual cause would prove to be very hard.
In my case I delete libraries so seldom that this problem would be way way down on my priority list. It would even be below an automatic beer fetcher or popcorn maker controlled by Emby.

Oh well. That was my best guess. I suggest that you post back here with logs, complete hardware setup and details of what exactly happens and exactly how you got to whatever point you get to when you have the problem.

It is close to impossible to find and fix a problem if the person trouble shooting it can't reproduce it.

Had no issues deleting a library from each content type in 4.7.10.0.

Little confused on the difference in path here.  But don't see this behavior as it looks like a permissions issue.

I ran emby as admin and it fixed the problem. But how to do i fixed this so I dont have to run this with admin.

You'd need to ensure the windows user that is running the server has permission to delete from the above folder in the log error.

I check the folder and it has full access?
