Remote country buffering problem

Hi,

 

A new problem has arisen where it did not exist. Watching movies that require transcoding (though that is not problem) in a nearby country is causing buffering. No issues seen in home country whether using same LAN wifi or external 4G. However, both wifi and 4G in the other country has this problem. It didnt before. We have also tried different Quality Mbps settings to allow for home network upload speed.

I had Synology DSM 6 version 4.7.10.0 for 64bit installed and then downgraded to the previous version to test but the result was the same.

Is there any settings that I could check, relevant to this situation?
