Allow/block device and management

Hi all,
have problem in understanding behaviour of device access in user setting.
If I leave 'All' as option no problem, except the fact that user can view all devices when trying to cast for example
but if I uncheck and then select the allowed devices and save.. then the selected devices disappear and user can't connect anymore with them.. I have to check again 'All' field then login again on each devices.
Is this behaviour expected?

Thnk this can be better implemented by adding the option for user to add or not  devices and in case a limit to the number.. or in case a notiifcation for server admin to allow new devices...
