Setting up new Emby instance - can't restore without Premiere?

I am in the process of moving my licenses Emby server over to a new unread server.  I want to restore all settings from Server A to Server B and confirm everything is running before shutting down Server A.  A is licensed, B is not yet - will move license when everything works.  Apparently I can't restore using the backup plugin so is there another way to restore the settings so I can test before committing to moving the license?  Thanks.

You have to apply your key to the new server.
