Conversions status stays at 0%, doesn't update

When you start a conversion, then go to the Conversions admin page, it shows the status % done as 0 the entire time it is converting.  The Dashboard does show updated progress.

 

Server: 4.7.6.0 on Windows
Client: Edge browser

Yes this is similar to the same thing Downloads do.  That screen does not update but others do.
