Question about emby premiere max devices limit

as title says, i have question regarding how premiere works

it says 25 devices, from what i heard it was devices that "uses" premiere feature that marked as that "used devices"

now my question is,

let say i have 5 devices currently registered in emby check server 
then after several days, the only "active" device that using premiere feature is 3 devices (let say my 2 last registered devices is stolen / broken, and it can't ever again has an access to my premiere server)

so in the end, are my "current" registered device is still 5 or reduced to 3??
if it's still 5, is there a way to reduce it to 3 (since 2 device is totally gone now) or need to wait specific time to get those number reduced (from 5 to 3) or it's totally impossible to make it 3 device (stay to 5 forever)

Devices time out from the count after a period of non-usage, thought to be about a week if I recall aright.

PW is correct.  If the device is not used for 7 days, it will no longer be counted.
