ffmpeg High CPU Usage Despite Transcoding Audio Only

Been trying to figure this out for a bit, not sure if it's causing any issues (had one movie that kept crashing but this may actually be a issue with that file) but still got me thinking. 

 

I have an Ubuntu server running Emby with transcoding disabled, it's a VM with CPU only and the VM is assigned 8 cores and 10GB of RAM. I'm playing back a 1080p direct stream file to my PC in Chrome over ethernet, direct play is marked in "stats for nerds" but it shows it's transcoding the audio (which makes sense). What I'm trying to figure out is that, if it's only transcoding audio, why is the top command showing me ffmpeg using 30-90% of my CPU during playback? I don't think 8 cores is underpowered for audio transcoding lol, seems to me it's using a lot more CPU than it should be. 

 

Any ideas?
