(in the Hebrew language as well of course)? Or is this something I should ask for in tmdb? Then it will be automatically changed in emby as well

Yes, there is it, for example, in tmdb. And there are some movies that even Emby has it. But there is no option in Emby to change the rating of a movie, let's say in the classification of R and change it to an Israeli "..." classification.

Would need specific example but Emby will not change an already gotten non-Israeli language rating and convert it to an Israeli rating. This will be a manual process for any item that does not fetch your language rating. @Lukeshould/can the Parental Rating/Custom Rating fields be editable via the UI? Instead of a drop-down menu listing Rating currently on one's system. Or should all languages ratings be exposed to these fields.
