convert file to mkv with one layer dolby vision

I have a video file that is m2ts. It has one layer of dolby vision.
I want to change the file to mkv and keep the Dolby Vision layer.
how do I do it ?
I would use tsmuxer, convert the file to bmdv folder and then use makemkv.
But since now the file is with one Dolby Vision layer. tsmuxer does not allow creating a bmdv folder

no.

makemkv can do that only from a bluray titels

Mkvtoolnix will input m2ts and mp4 DV formats and remux them to mkv while preserving DV.

Yes it does - have used it 100's of time to do so.
