Have Library A Library B LibraryC

But Collection images(Primary) show LibraryC's movies,UserB UserC can see.

Suggest:

Users can only see images within permissions

can create an image cache for each user instead of using the same one uniformly

If you refer to Collection auto-poster, yes, they are generated from all content, regardless of user permissions (same happens with Genres and Tags), and it is not feasible to have multiple primary images in respect to which user is accessing/seeing them. 

If you refer to Library thumbs, same as above, they are auto-(re)generated at regular intervals from all content within same library and do not distinguish between users. 

Your best bet is to manually assign images to any of those, for Collections you can scrape Movie Set images from TMDB, for Libraries, Genres and Tags lots of them in Fan Art & Videos forum section (some Collection image collections there as well).

Tbh have no idea what you're asking. 

Collections can be auto-created (if enabled so in library settings) and in that case library doesn't matter (i.e. all libraries with that setting enabled will be taken into account) as content will automatically be assigned based on TMDB Id and respective auto-poster generated, or they can be custom-created, in which case they'll be created from specific user-selected libraries, but images generated will still take into account all content contained within that collection, not per-user basis/permitted.

If enabled (along with TMDB meta-scraper), Collection will contain that content.
