Media Downloading

Hello.

In the Users settings, there are the following option "Allow Media Downloading". When this is unchecked, it is not possible to download videos, but it is still possible to download photos on the Android app.

Is this a bug?

From a photos and video library. If the user clicks a image then you get the 3 options at the bottom (Play, Download, Share). I think the download shouldnt be allowed
