I can't connect to my Synology NAS remotely but local net works fine

hi having a problem acessing my Synology  emby server out of my network i have the right ports are open i have check with tool the error that am getting is this 

This site can’t be reached 69.xxx.xxx.xxx refused to connect.
Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED

Will remove the address from first post but port is open and can see login page.
