I am out and about and get these speed results why still buffering?

I have AT&T Fiber at home connected to Ethernet for the home NAS server. 
 

Not using Emby but WebDAV is that the problem? Is Emby protocol faster? I use nPlayer Plus or Infuse Pro where with the second app on my phone it lets me test streaming speed. I get 30 to 60 mbps on test here is this why?

Here is a new test over 4 g lte weird different media file too.

Hi, but speedtest isn't' hitting your home server like media playback will, right? They're going to two different places, so it's not an equivalent comparison.

True not the Okla Speedtest but the second and third test is.

So what does this mean?

 

I am on AT&T cellular highest tier with 4k streaming
