fps number in the dashboard?

A stream coming off my server has this in the info:

HLS (4 mbps 15 fps) Throttling

Is the 15fps the conversion rate, or the resultant frame rate in the stream? Just curious- it seems odd if it's the conversion rate but it's throttled, and odd if it's the resultant stream (it's not 15fps content).

Thanks! That made the most sense, I just didn't remember ever seeing it throttle at below a playback rate before.
