4.7.0.60 direct playing videos stops and starts - smb over vpn

Its been a couple of versions since this started happening. When direct playing videos it takes a long time to load, when it does load playback stop and starts.

When the video is being transcoded playback is fine at any bitrate. The connection speed is 100+Mbps so that is not a problem.

If ffmpeg is being used then playback is fine. This is happening for web app, theater and chromecast and android.

I am also seeing the same thing. I also run Plex from the same source and it is having no issues. The update messed something up.
