Disable automatic library cleanup?

Is it possible to turn of auto library cleanup, specifically, the automatic removal of items from a library when a file disappears, i.e. a trashcan option? The side effects of it with what I'll call "mostly reliable storage" are super annoying to me, and it's something that the Plex approach is significantly better.

Hi, there's no way to do this other than not running library scans.
