So next up isn’t switching to follow the season I’m watching.
scenario: show has 14 seasons. I’ve seen season 10, but I’m currently watching season 14. Next up is showing s11e01 not season 14. I’ve seen a few episodes in season 14. Even if I leave an episode part way in, the resume doesn’t show up, for that episode. Only way is if I navigate to the show and that season.

I think Next Up shows the earliest unfinished or unwatched episode.

So, either you have not got all the earlier seasons marked as watched; or even if they are, there may be some episodes which are also in a part-watched state (which takes priority) - in this case, going to that episode and scrolling to the end to make it appear fully watched is what I do.

yea I don't have those earlier seasons marked as watched, as I haven't watched them. As each season is self contained, watching out of order doesn't make a difference to the show.

It's intended to show whatever comes next after the last one you watched.

Even if there are earlier unwatched episodes?  I've not been conscious of it working like that.

The last one watched in the episode order or the last one watched by date?
