I'm guessing the answer to this is 'only on the Sheild', but I will ask for a definitive answer as I can't seem to find the answer in black and white. 

I have an old phone which I want to setup as an Emby server, but I want to access the media stored on my Windows Network share. 

I can't mount the folder on Android and they're are no tools to do it without rooting. 

I have tried to enter the network path in the library screen but no luck. 

Examples; //192.168.1.67/Emby-Drive1/TV and \\192.168.1.67\Emby-Drive1\TV

Is there a way of accessing the network path with out having to mount it locally?

Agreed....... That would enable the ability to run the Emby server on any Android OS box.

Was really hoping to get an official answer. 

All I have seen is that is best to 'mount to local storage' which you cannot do without rooting and some trickery.

Emby is NOT a media streaming service. We provide no content. Emby is a Personal Media Server platform. You must have your own server installed and your own media (or Live TV tuner). 

You would need to install your own server or have a friend that would allow you to connect to theirs.
