understanding "Home network quality"

I don't understand the logic of these choices.  Only one can be selected at a time, right?  How does this work?  Only bitrate is important, not video resolution, right?

1) If I select "1080p - 30Mbps", what will 4k vids play at?  720p vids?

2) Other clients don't have a resolution criteria - they give bitrate only.  Why?  (Makes sense to me, but I gotta ask since the web app is different.)

HI, you are selecting the maximum quality that your device and network connection can handle.

Relate that to question #1.  So 4k vids would play at 1080p?  What bitrate would 720p play at?

They both would play at a maximum of whatever you've selected, but not greater than the original source. In other words we don't try to upscale.

Can I please have a direct answer to make sure I understand?  If I select "1080p - 30Mbps", 4k would play at 1080p/30Mbps?  Yes or no?
