Internet streaming bitrate limit not working

Hello,

I am having problems restricting mbps for streams being played outside my network from the public internet. I have the limit set to 4 mbps but users will stream as fast as the stream allows. I'm wondering if I am doing something wrong or if this feature is broken. My expectation is if you are not on my local network you will be limited to 4 mbps. The stream from my screenshots below are being conducted from my cell phone playing across 5G watching a OTA stream from my Hauppauge tv tuner. It says direct play but obviously it is playing from my server through the internal tv tuner card so it should be restricted to the 4 mbps.

Your phone address is being reported as 10.0.0.1, i.e. LAN? Aside it being uncommon for a device on a local network to have that address (as it is default address of many routers, especially used on business networks), it certainly ain't WAN address, hence bitrate limit is not applying.

I can't believe I didn't see that as well. NAT was turned on on the inbound firewall rule. Silly me. Thank you.
