Stuttering, shaky playback issue in browsers fixed

Playback of videos in Chrome and Edge have long had a problem where the playback is unviewable: Stuttering, playing several frames and then playing a frame that was already played several frames ago.

This happens under the following conditions, to the best of my knowledge:

  1. Video is encoded in HEVC / h.265
  2. Video encoding uses b-frames for better quality at a given bit rate
  3. Video is played in Windows on Google Chrome or Microsoft Edge (Firefox has its own, separate issues)

Ah this is interesting - I have to keep reinstalling the version below to fix the issue as Windows keeps 'helpfully' updating it for me.

Microsoft.HEVCVideoExtension_1.0.31823.0_x64.Appx

The above version works perfectly fine - so why they needed to mess with it I have no idea ...
