What configuration I can run on a Pi to work in offline mode?

I have an Emby server (Premiere) installed at home where everything works great.  

I wanted to run a version on a Pi 3A+ so I can take it in the car with me and play videos for long car trips.  I just noticed that Pi Theatre doesn't support Offline videos.

Is there any way I can setup a version of Emby on the Pi (even if it is an Emby server) for me to be able to watch videos?  I was hoping to use the Offline mode as I can do all the transcoding on the server beforehand.  I only need Standard Def for the car, so looking for the best way to get content from my Home server into the car somehow.

Any suggestions?

I went down this path myself a couple years back but ended up using LibreELEC instead with an OSMC remote. I did the transcodes beforehand and then moved them to the external HDD used by the Pi. Ultimately it didn't work out because the Pi was often not shut down correctly (car turned off for gas, loses power, etc) and would corrupt the SD card where the OS was installed. There's probably ways to get the OS to boot from an HDD now but I haven't explored it. Instead we use a tablet/phone with video out and do the offline downloads there instead. You don't get a remote for the backseat viewer but it always works and doesn't require any work putting it together.
