Can't access Emby outside of localhost

I can't access Emby on my NVidia Shield TV or the Emby app on my Android phone. I also tried accessing Emby from multiple browsers on my phone, using both the appropriate local IP and the remote IP, but it just times out.

I checked my router to confirm that port forwarding is set up correctly. Also, the competition seems to be working fine.

To me that suggests a firewall issue on host as that is the only thing that should block other LAN clients.

That's exactly what it was.

I deleted all the firewall rules for Emby Server. Then I exited and started Emby Server again and Windows Defender prompted me for network permissions. Now it's working fine.
