New media not detected in a second library

I am on server 2019 and I am having this issue after a clean install of the OS and Emby. I can manually search for media and it will find it but takes like an hour. New media is not auto detecting. Files have been ownership taken and added my user as full access to all folders inside where Emby is searching.  All is stored on local media.  Only thing that happened was a reinstall of server 2019. I use it along side with Ombi which also seems to not see media unless I go and do the whole workaround. Sorry to resurrect a dead post.

Using emby stable, premium paid.

I resolved my issue, sorry for the delayed report. I think I had too many plugins going and it was not working.  I've cut out a good chunk of them. Working as expected now.
