Standard Premiere license carries a 25 devices limit. You're over that. You can opt for Extended Premiere Options which would carry higher device limits (45/75):

Have you emailed the address just above to start the actual discussion of the likely pricing (which may depend on the nature of your usage, I suspect)?  At present you're just shouting at people who can't help.

In fact, I received the pricing email after sending the post, not a problem

In the end, I am looking for a solution, not ".shouting"

Very limited in what way?

It's designed and sold as home media software for your family's use and a few friends.  It's not designed for you to use it to create the next "Netflix" with nor for you to sell subscriptions.
The base license covers this perfectly.  We also have extended plans for those with extra large "families" but for use outside the norm you need to discuss that with billing at the email address you have.

Even Plex limits you to 115 users, max.

It sounds like they are wanting to use Emby for a paid VOD service, which I believe is against the TOS.
