Can't find "min/max resume percentage"

Has this been removed or can I just not remember where to find it? I believe it was under "playback" but is not there on my screen now. 

Any help is appreciated. I kinda feel dumb that I can't find it.

You'll find it in the Library settings of a particular library, when you enable 'Show Advanced Settings'
