Windows 10 volume setting resets to 100% every time the app is closed

Screenshots are attached showing which volume settings I mean. Not the one circled in red which is the volume setting controllable within the app, but the ones circled in green which is the volume setting in Windows Volume Mixer (also accessible in Windows 10 settings, these per-app volume settings are within "Settings" -> "Sound" -> "App volume and device preference")

If I set the app volume for Emby Theater in Windows to 50% while playing a video, then close the app, the next time I open the app the volume has been reset to 100%.
