Switched to Debian Bullseye and now Images won't populate

I have a Raspberry Pi 4 8 GB and had my Emby server running on DietPi 32bit Buster image. I just flashed the Dietpi Bullseye 32 bit image on a new SD card and now I can't get the images to populate on 99% of my media. Movie pics,  TV primary image and season images. Scanning takes forever.

I use Filebot using TMDB for both Movies and TV before adding files to my HDD. I had my Emby settings with TMDB being primary and The TVDB secondary. I even swapped them for the TV shows and rescanned

I had my Emby cache, transcoding and metadata paths pointing to one of my mounted HDD drives.  I did not delete them before rescanning with the Bullseye image. I ended up deleting the metadata folder and rescanning but still the same. Should I delete all 3 folders and start from scratch?

Cast and crew pics are there and files play. I just can't seem to get any images. I thought setting up my server again would be quick and easy and just rescan libraries but that's not the case. As far as I remember,  I set up the Emby server the same way on my library choices. It has to be something stupid I am doing wrong but after multiple scans, trying to identify a particular movie etc still the same. Any suggestions?

I ended up deleting the metadata folder and rescanning but still the same.

When you do this make sure to run the scan metadata folder scheduled task to make emby server aware of what's been deleted.

But even once you've done that, you've now deleted many images that have already been downloaded by Emby Server. You will need to do manual refreshes of metadata in order to have the server re-fetch metadata to re-acquire what has been deleted.

So try refreshing the metadata of an individual movie and see if that helps. thanks.

I finally figured out what the issue was. (And just for clarification, I did not delete the metadata folder at first when I was having the issue. I only deleted it later after multiple scans weren't working to populate the images.)

Solution: For some reason, my metadata and cache folders permissions were denied and TMDB plugin wouldn't install.  I didn't realize it at first as those folders were on my /mnt movie HDD and permissions were fine with the Emby server running previously on Buster.  I did not change the permissions so I don't know why those 2 folders changed.  Once I gave permissions, uninstalled TMDB and TheTVDB plug-ins, rebooted server and then reinstalled them I was able to scan library and all images loaded.
