How exactly are you trying to start it, and what exactly happens?

I figured out my issue with the server. But I do have another question and would like to see if there's anyway around this.

My Girlfriend lives out in the middle of nowhere with no wifi so I was using Emby with Kodi to try to get around that and just have her login using my phone hotspot to get it working on her phone. I wasn't able to get Kodi working with Emby so I just tried using Emby. But when I turned off my wifi and service to test I wasn't able to get connection obviously. So I was wondering if there is a way to use Emby on a phone or Roku tv without wifi or service and the way to go about that.

Glad you got you main issue solved.

For the girlfriend, why use your phone hotspot for her phone?  Does she not have cell data?

She has minutes on her phone so shes only able to call or text but can't use internet. I had a Verizon hotspot thing for her to use down there for a while but the battery ended up almost exploding on them so I got rid of it. I was trying to find another solution to let her watch her shows and movies without needing internet. I thought at first the Kodi/Emby combo together would work until I got there and couldn't get her logged into it on her cell phone without my hotspot. I do not know if there is a way around that without having her download all the episodes or movies onto her phone. With what little service I get out there it would most likely take a good minute to get them all onto her phone. If you do know anyway around that I would greatly appreciate it! If not I can look for other options but I would like to use Emby because in the small amount of time I've been using it I really enjoy it so far!

Short of setting up an Emby Server for her own use (on her LAN) I don't see a way around having proper Internet for streaming.

The other option would be to have her connect, use our download features to download content from your server and then disconnect.
