Is it possible to copy or move the metadata folder to another SSD partition without downloading everything again?

Hi, Yes it is.  Shutdown Emby and copy (test to make sure it works then remove original) the metadata folder to the new location.

Restart Emby Server and go to Library->Advanced Tab->Metadata path: and select the new location.

You can also copy/move the cache folder as well to the new SSD if you like as well.  The configuration option for cache location is found on the Settings menu and the option is called "Cache path:"

Hope that helps

Technically no as the information is in the database by a token path.  So in order to move the metadata folder you have to manually update the database with the new path also.

These customizable paths need to be configure as the time of install or all info need to remain in old and new locations.

But if I just copy the cache and metadata folders to the new storage SSD and change the path. Won't download all metadata again?

There is no point in copying as it will not be used as the database looks for it in its original location.  Now if you change the location, anything new will use the new location.  But all already imported media will be looking in previous/original location.

As for cache it is always being downloaded and update it is sort of irrelevant and a move would have relatively no impact.

Metadata is a totally different story.  Good example is my metadata\people folder is 62Gb.  If I moves the folder I would have to manually update the database for every person in the database as it would look in token path instead of new path.

example images token

%MetadataPath%\people\Tom Cruise-tmdb-500\folder.jpg*637075629634157213*Primary*1400*2100*TopLeft

vs custom

Y:\metadata\people\Tom Cruise-tmdb-500\folder.jpg*637075629634157213*Primary*1400*2100*TopLeft

But yes there is some pretty easy database update commands to update path/images columns with the new location.

Skins disappear after I change the metadata, cache and transcode path. If I rescan the library will it download all the metadata again to the other location?

Depends as a library scan will/should not do anything.  Now if you are doing a Refresh all or Refresh scan for missing the it should redownload.
