Local Transcoding worse than internet Transcoding

How can I give local network connections high priority in Transcoding than internet connections?

On my browser I had to drop my transcoding all the way to 720k and 4Mbps so my local selected move would play without stuttering, where a friend watching over the internet was killing it

Ok update, more testing it seems to be the video, but still wondering why on the internet the transcoding is higher than what I was able to achieve?

After more testing, it seems that who ever encoded the tomorrow war movie did it in too higher quality that my Emby server struggles with it.

Seems my Intel i5-4590T @ 2.00GHz, 4 cores with 8GB ram isn't enough any more for 4k movie transcoding
