I installed emby server via docker and tried the images: emby/embyserver_arm32v7 and linuxserver/emby. Following both documents I'm unable to use hardware decoding during transcoding for H.265 encoded videos, emby server continue to decode via software and for high quality videos the raspberry does not keep up.
