Nvidia - TV Episode - see flashing lights while watching

While watching Blue Bloods TV episode video (ripped .mp4, 480p H264) I see a flashing lights. How can I resolve this. I'm a newbie to Nvidia Shield TV Pro, so please let me know if you need any additional information. Thank you

You mean upon starting or during playback? 

Edit: Try disabling "Enable Refresh Rate Switching" and/or "Match Video Resolution" in app settings, see if that helps.

@GrimReaper76 & @ebr During playback of the TV episode. If it’s a darker scene, it appears to play ok. However when its a scene with light it appears to flicker, which is very distracting to watch. 
What’s interesting is that I haven’t noticed this when watching any of my ripped movies. 
Any ideas on what could be causing this?

Have no idea, but still inclined towards refresh rate on Shield. HDMI handshake maybe? Did you try swapping your cable with another one? Or force transcode that particular file to see if the issue persists?
