Transcoding from HEVC > H.264 Uses 100% CPU

When playing a video, Emby will automatically start up FFMPEG and I guess transcode the video from HEVC to H.264. Doing so uses pretty much all my CPU, if it does this once that's fine. So my question is will it convert the whole video, and then save it for future usage? Or will it keep transcoding and using 100% CPU every single time I play the video?

Emby will do the latter.  But Emby does have a Convert option.  But you will want to test this to see if you like the results.
