Are you speaking of your IP address on your end for Emby Server to be accessed remotely? Having a static IP or not is a feature of the internet service you have, your provider may or may not provide static IPs to you, and if they do, it may be extra cost.

An alternative is a dynamic DNS provider, so, remote users can use the dynamic DNS name to access your server instead of an IP address. I use such a service, which is provided by my router manufacturer ASUS. Something needs to keep the dynamic address up to date with the dns name, in my case, the router does that for me. If my IP changes, then the router updates the DNS record and it still points to me. If you have a router that does not, there is other software out there to do so.
