Hardware Transcoding Question (NVIDIA)

I am aware of the 2 stream limit on NVIDIA cards, but what apis does that limit apply to? Does it apply to only nvenc/dec? Does this limit affect the vaapi as well?

 

Is it possible to have four transcodes going on a locked card, two via nvenc and another two via vaapi?

 

Does vaapi have even have a lock on the amount of streams it can do or can it do as many as the hardware is capable of doing

 

I am aware of the unlock, but my Emby Server runs on a dedicated server separate from my general use linux server and the latest patch for windows is for a pretty old driver version
