Chromecast Ultra H.264 High@L5.1 Transcode

I'm casting from my Android phone to my Chromecast Ultra but Emby is transcoding it. Transcode reason in the logs says its VideoLevelNotSupported.

According to the documentation here, if I understand it correctly my Chromecast Ultra should support it without being transcoded?
