Issues with HW Transcode DS218+

I have consistent issues with significant stuttering and freezing when transcoding on my DS218+.  I've tried various permutations of transcoding settings, I have all subtitles turned off and I know my CPU supports hardware transcoding (it works great in Plex...); however, no matter what I do I get terrible transcode performance unless I restrict the client to like 3Mb/s 720p.  My DS218+ CPU is constantly pegged at 100% usage while it's transcoding.

Looks like HWA fails an it falls back to software.

Well I went with the nuclear method of adding the embyserv user to the admin group and it seems to be able to access hw transcoding now.

Maybe I'm missing something, but the way I read that guide says essentially that I don't need to do anything beyond installing the server?:
