Something is messed up with your Kodi installation and the Kodi PIL module, but I cannot tell you what exactly. I've installed the same build you are running and it works as it should. You could try to use the latest Leia nightly: https://mirrors.kodi.tv/nightlies/windows/win64/Leia/KodiSetup-20190508-5a47c2c3-Leia-x64.exe If that doesn't work kill your complete Kodi installation folder and start from scratch.
