I use emby nvidia shield Version 3.5.3.0 it's based on %, so 5 minutes of a 20 min show for example, would be market as watched. it's configurable on the admin page. It is based on a percentage but 25% wouldn't equate to watched unless you changed the default (which is, I think 90%).
