Please add the ability to configure ffmpeg's hls flag 'segment_time'

As you know, when you go to download a file, your internet speed will ramp up as it begins downloading the file. In the case of HLS streaming, you are constantly requesting new, small files. Just as an example, the current segment_time for non-livetv media is 6 seconds on emby.

Lets say hypothetically, I am accessing a fairly remote server, and my connection speed to the server increases by an average of 1 megabit per second of active connection. The maximum bitrate I should be able to reliably stream at is 3.5Mbps. However, in this same scenario, if the segment_time were increased to 12 seconds, I might be able to reliably stream 6.5Mbps content.

I believe the currently configured 6 seconds is perfectly reasonable, but I believe increasing it would be beneficial in many instances while having little cost.

At the very least, exposing this option instead of forcing one configuration or another would be excellent!
